There was an inverse problem in my guitar class. We used create such a racket that anybody outside would go crazy listening to 20 odd wannabe guitarists out of sync.

To avoid such a problem, the walls were covered in polystyrene (thermocol) sheets. It also eliminated the echo in the room.
The other -- more environment friendly -- option is to place a lot of curtains, drapes and clothes at strategic places in the house.
I think so there should be a lot of sound reflecting surfaces outside and sound absorbing surfaces inside.
